The drought affecting the Northeast in 2012 is unusual, but predictable. According to experts, this is more intense over the last 30 years. As the drought this year, some also marked the history of the Northeast. The most famous are those of 1983/84, 1935 and 1887, which caused the deaths of nearly 500,000 in the Northeast.
The various levels of government has issued measures to mitigate the effects of drought. In the Federal sphere, will be open credits of R $ 84 million to supply via water trucks in the next six months to avoid collapse in the supply of rural and urban areas, and also for recovery and expansion of artesian wells. More than 4,300 wells drilled, of which should be recovered about 2400.
Features of the program “Water for All” are anticipated and $ 779 million – already in the budget – will be used for construction of water, watery and deployment of small pits and drilling of wells for small farmers.
Another line of action will be the expansion of the Harvest Guarantee, which will total $ 500 million to be released to farmers, each one is entitled to R $ 680.00, divided into four portions. The plan also provides emergency credit facility to meet small-scale farmers (up to $ 12,000), medium and large (up to $ 100 million) and agribusiness sectors linked to dairy cattle and goat raising, through the resources of FNE. Initially a total of $ 1 billion through the Band of the Northeast (BNB).
Most actions are being implemented to act predominantly on the effects caused by the drought, despite some progress in terms of actions that ease certainly in the long term effects of drought, which as you know are cyclical.
The Institute INOVAGRI will hold from 28 to 31 May 2012 the I INOVAGRI INTERNATIONAL MEETING. This event will gather around the academic community in various countries of the world, organs of state and federal governments, businesses, farmers and students in order to present and discuss innovations in Irrigated Agriculture, a fact which may contribute substantially to the emergence of actions that can be fully or partially implemented by the leading players with this climatic phenomenon that so negatively affects socioeconomically throughout the state.
In this event, it is expected that solutions emerge that could be implemented by the sectors directly involved with this weather phenomenon, including serving as the basis for the implementation of public policies aimed at replicating experiments already established in regions with climatic conditions similar to ours and thus mitigate the permanently damaging effects of climate instability to which we submitted.
Among the speakers and technologies that will be presented, many have highlighted the similarity of the problems faced by the regions are entered and our state as well as the success achieved with its implementation, either by the private sector, either by adopting public policies based on them. Among them:
1. JACK KELLER. Civil Engineering, University of Colorado, 1953; MS Irrigation Engineering, Colorado State University, 1955; Ph.D. Agricultural and Irrigation Engineering, Utah State University, 1967.Dr. Jack Keller, Ph. D., P. It is renowned retired professor of the College of Engineering, Utah State University, is recognized as one who has given more contributions to pressurized irrigation, and author and co-author of several books that are references in drip irrigation. Keller is CEO company Keller-Bliesner Engineering and Professor Emeritus of USU. Currently consults for the whole world, including the Bill Gates as the Irrigation Projects located for fighting hunger in countries in Africa and Asia. After the event, Dr. Keller also give a lecture at the ANA in Brasilia, in order to share your experience with irrigation in the world;
2. RICHARD ALLEN. One of the authors of the FAO Manual 56 Determining the water requirements of crops, Reference document for all researchers on irrigation world, he was Professor at the University of California, Utah State University and is currently Professor at the University of Idaho. Currently leads the Research Program in Water Resources Research and Extension Center, Kimberly Idaho. His specialty is evapotranspiration, water requirements and irrigation water systems. His research focuses on the physical development of approaches and tools to quantify and resolve problems related to water, including water use over large areas using satellite energy balance. It was one of the creators of the METRIC evapotranspiration model satellite;
3. ELIAS FERERES. Agronomist from the Universidad Polytechnic de Madrid with a doctorate in ecology from the University of California, Davis. Fereres is Professor of Plant Production at the University of Cordoba. He was Secretary of State for Universities and Research of the Ministry of Education and Science and Chairman of the National Research Council. He held several key positions related to agriculture and ecology in national and international organizations. Irrigation is editor in chief of Science, a leading international journals on irrigation. It is also a researcher at the Institute of Agriculture Sostenible, the Superior Council of Scientific Research of Spain (IAS / CSIC);
4. RONALD Yoder. Civil Engineering, Drexel University, 1976.Master of Agricultural Engineering, Clemson University, and Ph.D. 1978 Agricultural Engineering, Colorado State University, 1988.Ron Yoder is Professor and Head, Department of Biosystems Engineering and Deputy Director of Agriculture and Water Resources, University of Nebraska-Lincoln. Dr. Yoder was President of ASABE, 2009-2010 and has a strong interaction with the Federal University of Ceará where he participates in various institutional programs;
5. RICHARD SNYDER. Math from the University of Northern Iowa, Cedar Falls. MS in Agricultural Climatology – Iowa State University and a Ph.D. in Agricultural Climatology also by Iowa State University. He is a researcher at the University of California-Davis and an author of the Management System of Irrigation in California – CIMIS. Dr. Snyder is currently developing research in Ceará INOVAGRI in conjunction with the Project Advisory Service to the irrigator-SAI;
Also at the event, will be released book “Water resources in semi-arid regions: studies and applications” published in partnership with the National Institute for the Semi-Arid and support of the Northeast Bank of Brazil (BNB).
The editors Hans Raj Gheyi (UFRB), Vital Peace Pedro da Silva (UFRB), Solomon de Sousa Medeiros (INSA) and Carlos Oliveira Galvão (UFCG) will be presenting and discussing the book discussing the issue with participants. The book has 12 chapters of researchers and experts from different institutions that deal with studies and methodologies for the management and use of water resources in the context of irrigated agriculture in semiarid regions.

Two weeks to the event, the number of entries is already 632 people shows that the availability of only 68 new registrations (check Date: 5/11/2012). Thus alerted to the need not to leave to make the registration at the last minute.
